In 2009, the EPA, the United States Environmental Protection Agency (the United States Environmental Protection Agency), and the California Regional Water Quality Control Board ordered the East Bay Municipal Utility District (EBMUD) to fix old and cracked sanitary pipes.
This includes six East Bay cities. Many of these pipes are in dire need of repair to prevent the inclusion of rainwater. If left untreated, rainwater infiltration can easily overwhelm wastewater pipes and treatment facilities. The result is partially treated wastewater being released into the Bay, which is not good for anybody.
The EPA compelled EBMUD and its participating partners to engage in a special program. The EPA compelled EBMUD and its partners to phase in a Regional Private Sewer Lateral (PSL) Ordinance. Beginning in 2011, involved property owners must obtain a certificate from EBMUD certifying all their PSLs are free of leaks.

Here are the steps you need to take to get a Compliance
Certificate before transferring title by fixing the PSL, First,get an EBMUD inspector to witness the PSL verification test (an air or water pressure test of the PSL).
It is up to the buyer and seller to figure out who will obtain the Complance Certificate. Now is the time to get a Time Extension Certificate if you need one. This will give you additional an additional six months for obtaining a Compliance Certificate.
1, Figure Out If Your Existing PSL Is In Compliance
Determine if the existing PSL meets the specific requirements of the Regional PSL Ordinance. Make sure you hire a plumbing contractor to check for cracks and other problems. Your contractor will tell you if work is needed for your PSL to pass the PSL verification test.
TAKE NOTE; Sometimes during the installation of new gas lines by Pacific Gas and Electric Company (PG&E), some private sewer laterals may have been damaged. This includes private sewer laterals being pierced or completely bored through – which is also known as a cross bore. Cross bores can go undetected, and the damages can create a dangerous situation.
For cross bore information visit the PG&E website. You can contact them at (800) 743-5000. If you suspect a gas leak it is important to warn the inhabitants, evacuate the immediate area and call 911.
2. Make Sure To Obtain Required Municipal Permits
It is imperative to obtain the appropriate building and/or sewer permits before starting any PSL work.
3. Make Sure To Repair Or Replace The PSL
Your contractor will repair and/or replace the PSL. This will be in accordance with the Regional PSL Ordinnance.
4. Book A Time For a PSL Verification Test With EBMUD
Schedule a date and time for an EBMUD inspector to witness your PSL verification test. Your contractor will need to set this up and perform it. You must pay the required Compliance Certification fee online.
TAKE NOTE: Your contractor will take care of the set up for the verification test. EBMUD will witness the test to ensure that your PSL is leak-free.
5. Once You Pass The Verification Test Print Out The Certificate
After the EBMUD inspector verifies that the PSL has passed the verification test, the certificate will be available for printing.
6. What You Need To Know About Transfer Title
If you are selling your property make sure to provide a copy of the Compliance Certificate to the buyer. If you the buyer make sure to retain a copy of the Compliance Certificate for your records.
